Jessica is a government affairs associate at Penman & Winton Consulting Group. Before joining Penman & Winton, she worked as a legislative assistant in the Missouri House of Representatives. At Penman & Winton, Jessica coordinates legislative advocacy training workshops, provides staff support for a PAC, and helps manage various client projects. Jessica also conducts research, arranges meetings with elected officials and clients, and monitors legislative hearings.
While at the Capitol, Jessica staffed five committees, including appropriations and policy committees focused on health and social services. She tracked the legislation and amendments moving through these committees and managed a committee with more than 150 bill referrals. She worked with legislators, state departments, and advocacy groups to coordinate hearings and arrange testimony on appropriations and oversight issues. Jessica also developed talking points for committee hearings and floor debate, prepared presentations for panels and events, and crafted blog posts and newsletters.
Jessica graduated Valedictorian from Truman State University with a Bachelor of Arts in Communication and a Political Science minor. She spent a semester interning full-time at the Missouri Capitol in the House Speaker’s office. She is currently earning her master’s degree in Nonprofit Administration.
An Illinois native, Jessica lives in Jefferson City, Missouri. In her free time she enjoys biking, reading, and exploring mid-Missouri’s parks.
